Public Consultation Revision of EU Regulations on Electronic Invoicing (eInvoicing)

The Cyprus Chamber of Commerce and Industry, as coordinator of Enterprise Europe Network Cyprus, would like to inform you about a new initiative of the European Commission concerning the revision of EU regulations (Directive 2014/55/EU) on electronic invoicing in public procurement.

The aim of this initiative is to simplify the regulatory framework, enhance digital interoperability within the EU, reduce administrative burden for businesses—particularly SMEs—and strengthen the Single Market.

The initiative invites all interested stakeholders (businesses, SMEs, public authorities, e- invoicing solution providers, organisations and citizens) to contribute with views and evidence on the following:

  • Harmonisation of eInvoicing standards across EU Member States
  • Potential mandatory use of the European Standard on eInvoicing for B2G (Business to Government) transactions
  • Extension of eInvoicing rules to transactions below public procurement thresholds
  • Alignment with ViDA (VAT in the Digital Age) requirements
  • Reduction of bureaucracy and administrative costs

The public consultation will remain open until 17 December 2025.

details (email, name, password).

2.    Confirm your account:

You will receive an email to verify your account.

3.    Log in to the “Have your say” platform:

Once logged in, visit https://ec.europa.eu/info/law/better-regulation/have-your- say/initiatives/14792-Electronic-invoicing-revision-of-EU- rules/addFeedback_en?p_id=21273     to submit your comments electronically in any EU language.
