European Commission Questionnaire for Companies Revision of the European Rules on Electronic Invoicing (eInvoicing) in Public Procurement

The Cyprus Chamber of Commerce and Industry, as coordinator of Enterprise Europe Network Cyprus, and further to the Public Consultation communicated at the end of 2025, would like to inform you about a supplementary survey launched by the European Commission concerning the revision of EU rules (Directive 2014/55/EU) on electronic invoicing in public procurement.

The objective is to assess policy options aimed at improving interoperability, reducing administrative burden, and supporting the digitalisation of invoicing across the European Union.

Electronic invoicing (eInvoicing) refers to invoices issued in a structured, machine- readable format that can be automatically processed by accounting and IT systems. Sending an invoice in PDF format by email is not considered eInvoicing. As part of the EU initiative VAT in the Digital Age (ViDA), eInvoicing is expected to become the default method of invoicing in the EU by 2030, with the aim of simplifying digital VAT reporting through the extraction of relevant reporting data from eInvoices and improving efficiency. The initiative invites all interested stakeholders (companies, SMEs, public authorities, eInvoicing solution providers, organisations, and citizens) to contribute their views HERE, by 30 April 2026.

Some of the questions in this questionnaire may be complex and are primarily addressed to experienced companies. However, you are kindly invited to respond to as many questions as possible based on the information and experience available to you.

Your feedback is essential to ensure that the future rules work effectively for businesses. Your practical experience will help to develop solutions and to better understand the impact that possible policy measures may have on organisations such as yours.

In addition to the survey, an online “reality check” is being organised to gather input from stakeholders, in particular businesses, on how eInvoicing is implemented across the EU. The event will take place online on Monday, 27 April, from 10:00 to 12:00 (CET).

The dialogue with participants will address any emerging needs and obstacles they may face in using eInvoicing tools, ensuring compliance, and the related cost implications. Stakeholders will also be invited to share good practices and discuss potential solutions to address identified challenges.

The aim is to ensure that any proposed measures within the revision of the eInvoicing rules (planned for Q4 2026) will take into account the needs of stakeholders, while promoting harmonisation, simplification, and a reduction of administrative burdens.
