The Cyprus Chamber of Commerce and Industry, as the coordinator of the Enterprise Europe Network Cyprus, and further to previous related communications, wishes to draw your attention to the European Commission’s public consultation on the revision of the EU rules (Directive 2014/55/EU) concerning electronic invoicing in public procurement.
It is noted that this is the third Public Consultation conducted at the European level on this specific topic. Despite its importance, participation from affected businesses has so far remained limited, making it particularly important for more companies to contribute to this process.
The objective of the consultation is to assess policy options aimed at improving interoperability, reducing administrative burden, and supporting the digitalisation of invoicing across the EU.
Electronic invoicing (eInvoicing) refers to invoices issued in a structured, machine- readable format, enabling their automatic processing by accounting and information systems. Sending an invoice in PDF format via email is not considered electronic invoicing. In the context of the EU initiative “VAT in the Digital Age” (ViDA), electronic invoicing is expected to become the default method of invoicing in the EU by 2030, with the aim of simplifying digital VAT reporting through the extraction of relevant reporting data from electronic invoices and improving overall efficiency.
The consultation (survey) is addressed to all interested stakeholders (businesses, SMEs, public authorities, eInvoicing solution providers, organisations, and citizens), with the aim of collecting views and practical experience from the market. Participation in the consultation is possible through the completion of the relevant questionnaire HERE, by 10 June 2026.
Some of the questions may be more complex and primarily addressed to businesses with relevant experience. However, you are encouraged to respond to as many questions as possible based on your knowledge and practical experience.
Active participation from businesses is essential to ensure that future regulations effectively reflect the real needs of the market. Your input will contribute to the development of practical and implementable solutions, as well as to a better understanding of the potential impacts that may arise.
